In order to enhance the quality and effectiveness of the security outfits in the State; the Lagos State House of Assembly read for the second time, a legislation set to back the Training Institute of Law Enforcement Personnel.
The Bill titled, “Lagos State Law Enforcement Training Institute Bill, 2021” seeks to train, re-train and employ Lagos State security personnel such as the Lagos Neighborhood Safety Corps, LNSC, Lagos State Traffic Management Authority, LASTMA, Lagos Environmental Sanitation Corps, LAGESC, LASEMA Response Unit, LRU and other affiliated national security personnel in the State.
Speaking on the intended Bill, the Speaker, Mudashiru Obasa disclosed that, an institution to model the functions of security agencies, no doubt, needs attention, especially on functions of duties, qualifications of personnel and establishment of governing board.
However, committing the Bill to the House Committee on Judiciary, Human Rights, Public Petitions and LASIEC to report its findings in two weeks; the Speaker urged the Chairman to take proper and adequate observation of the Members’ deliberation in its outcome.
Meanwhile, Chairman, House Committee on Judiciary, Hon. Victor Akande stated that the LNSC and other security outfits deserves proper training during the course of their duties and the Bill if passed will meet the yearnings of the personnel.
Hon. Bisi Yusuff, noted that the Institute will mold security personnel to suit the mode of operation and enable the officials behave in a civilized manner which will fully impact the society.
He added that the proactiveness of the House on the legislation will encourage other States to follow suit.
Highlighting that Lagos State is a mega city and an economic parameter in Nigeria with challenges that borders on insecurity; Hon. Rotimi Olowo positioned that the training Institute will cover the challenges faced by the security agencies using modern day technologies.
Chairman, House Committee on Information, Security and Strategy, Hon. Setonji David commended the responsiveness of the Lagos State Government on the realization that the security agencies need training.
Stating the objectives to include promotion of excellence in the conduct and knowledge of Law Enforcement Officers and produce well trained personnel; Hon. Suraj Tijani said that the security agencies deserves more knowledge and training to be effective in their activities.
Hon. Sanni Okanlawon is of the opinion that creation of a Governing Board that will comprise people of intellect, professionals of diverse effort should be placed in the intended Bill.
